我,(你的大名),以此信件就台灣的馬英九政府當局對人權的侵犯表達嚴正的不滿與憤怒。在中國海協會會長陳雲林訪台期間,馬英九政府非法箝制人民言論自由的危法情事,顯示著馬英九政府已經幾乎將台灣扭曲成一個專制的警察國家。具體的事證如下:
一.箝制言論自由情事
在陳雲林訪台期間,馬英九政府以維安為名,動用超過萬員警力,於法無據地在陳雲林到訪之處完全阻隔抗議群眾。警員將抗議群眾驅離所謂「管制區」,並且損毀群眾所持布幅、標語、氣球,以及其他附有政治標語的物品。多是要求中國對輸出含有三聚氰胺的商品進行賠償,以及反對中國併吞台灣意圖的標語。
在另一起事件中,有鄰近接待陳雲林處所的商店只因為播放關於台灣的歌曲遭到警方侵入並強制商店停止播放音樂。
馬英九政府濫權違法地劃定不合理的「管制區」以阻絕抗議群眾,剝奪人民的言論自由。
二.濫權違法情事
陳雲林訪台期間,馬英九政府並且以維安之名,在沒有法源依據的情況下當街盤查路人並且搜索他們騎乘的交通工具。所搜索者,既不是違禁槍炮,也非藥物,而是布幅、標語、氣球等等附有政治標語的物品。警方甚至暴力驅離示威者。警方的行為嚴重違反法律規範。
馬英九政府枉顧人權的行為還包括了靜空機場及高速公路,甚至連媒體採訪車輛都遭到警方驅逐;警方並且阻止群眾揮舞國旗以及禁止民眾高喊「台灣並非中國的一部份」;警方還架走持攝影器材對陳雲林下榻的圓山方向拍攝的民眾;毀損附有政治標語的物品;甚至強行帶離持有支持西藏獨立標語的騎士。
我們請求Freedom House的協助,關注近日台灣人權的現狀,並且為台灣人權發聲。我們不希望台灣淪喪成為自由,人權付之闕如的中國。

I, (你的大名), would like to express my grave concern regarding theviolation of human rights by the Ma Ying-jeou (馬英九) Government ofTaiwan. The suppression of the freedom of speech and the violation ofdue process of law by Ma's administration during the visit of ChenYunlin (陳雲林), Chairman of China's Association for Relations Across theTaiwan Strait, strongly suggest that Ma has almost turned Taiwan into adictatorship-police state. Listed below are the relevant facts:
I. Incidents regarding the Suppression of the Freedom of Speech and Expression
During Chen's visit in Taiwan, Ma's administration, in the name ofsecurity, yet without any authority of law, dispatched over tenthousand police officers to keep protesters away from the places whereChen planned to visit. The police drove the protesters from so-calledrestricted areas and illegally destroyed the protesters' banners,signs, balloons or any other materials bearing political statement. Thestatements demanded reparation from the Chinese Government for theexport of melamine-tainted dairy products to Taiwan and condemned theintention of China to annex Taiwan.
In another incident, a record store near Chen's reception venue wasillegally invaded and forced to turn off the audio equipment, merelybecause the store was playing Taiwanese human rights songs.
Ma's administration deprived people's freedom of speech byunnecessarily and unlawfully drawing security lines far beyondreasonable boundaries simply to restrict the protesters.
II. Incidents regarding the Violation of Due Process of Law
During Chen's visit in Taiwan, the Ma administration, in the name ofsecurity yet without any warrant or reasonable suspicion, interrogatedpedestrians and searched their vehicles on the streets. The purpose ofthe search was not for weapons or drugs but for the banners, signs,balloons or other materials bearing political statements. Furthermore,the police also used brute force to expel the protesters. Such acts andconducts have seriously violated due process of law.
Several instances that the Ma Government flagrantly disregarded humanrights included evacuating the international airport and the highways,where even news medias' vehicles were expelled by the police;prohibiting people from waving national flags in public and fromchanting "Taiwan is not a part of China;" taking away people who heldDVs shooting near Yuan Shan area; destroying balloons with politicalslogans on them; and carrying away riders, with banners in support ofTibet independence, from their motorcycles.
We are hereby requesting the assistance from Freedom House to pay closeattention to the recent developments in Taiwan and to speak out for thehuman rights in Taiwan when you deem appropriate. We sincerely hopethat Taiwan will not become another China, a country with no freedom orhuman rights.
