How to Measure qualitative skills of IT people ?

1. For centralized IT organization, proactiveness of IT to help business exploit technology is often one of the top priorities among user's concerns.

2. There are two primary means to measure proactiveness, through a staff suggestion program or user survey.

3. The staff suggestion program is a scheme where IT staff could summit system improvement suggestions that will reduce cost, enable new products development, or prevent protential issues. Number of successful suggestion validated by business users or implemented could be used as an indicator for the 【proactiveness】
