Winnipeg is not good enough for Häagen-Dazs
Rapid Transit Task Force’s Final Report favoured BRT
The final report of Rapid Transit Task Force was released last Friday and forwarded to the city council during the session today. Although the report recommended Bus Rapid Transit (BRT) to be adopted by the city, the debates during the session and on the hallway are just as hot as boiled water. Just like the Councillor Russ Wyatt, the chairperson of the Rapid Transit Task Force says, “Everybody likes ice cream, but everybody has his own flavour."
According to the report, Winnipeg’s current rail infrastructure doesn’t meet the requirement of Light Rail Rapid Transit (LRT), and investing BRT can maximize Winnipeg’s existing infrastructure with affordable budget. The difference between LRT and BRT are primarily public perception and cost. BRT has lower cost than LRT. BRT is more flexible and convertible to LRT. LRT requires higher public acceptance. “We have a plan. I don’t know how many times I’ve says that. But we have a plan,” says Wyatt.
“There is no easy answer to this,” says Mayor Sam Katz, “if you ask me do I believe that LRT is better for us down the road, absolutely. But if it’s going to cost 250 millions and we don’t have it, I guess the debate do you accept the status quo and wait. This report says we do something.” In June 2004, Katz was elected as the new Mayor then he debated on ex-Mayor Glen Murray’s BRT plan. “I’ve always tried to do what I believe is right.”
Calling Mayor Sam Katz a “flip-flop” in his city council speech, Nick Ternette, a community and political activist says, “Maybe it was a mistake for Mayor Sam Katz put together a Task Force on Rapid Transit instead of creating a task force that would determine what option Winnipeg really needs - a BRT, an LRT, or simply an improvement of the current transit system.” Ternette referred LRT as the fancy ice cream brand “Häagen-Dazs” in the speech.
Civic Environmental Committee Member Ken Klassen says, “LRT is more environmental responsible. But BRT is not as bad as it may seem.” Klassen pointed out the feasibility of hybrid fuel buses. “BRT is more affordable.” While comparing to other major cities with BRT or LRT system in Canada such as Ottawa, Toronto etc., Winnipeg is the only one which doesn’t have any rapid transit system. Klassen says, “We should spend more money to catch up with them. Instead, we do not…I think we can afford a no-name brand product,” while responded to previous “ice cream” analogy.
