   British Columbia to 1896
When Britain absolutely refused to give up its claim, the old boundary of 1818 was finally extended along the 49th parallel. Britain gave the HBC a trade monopoly in the new colony, but it had to sell land to British settlers who came to live there. The old system of rural England was being transported to Canada. In 1856, Governor Douglas created a Legislative Assembly in the colony, partly in response to complaints from ex-HBC employees that Vancouver Island was becoming a private club for the landed gentry.

Many arrived BC because of Cariboo Gold Rush, but when the gold started to run out, the people left Cariboo region. BC suffered the greatest financial losses, especially considering the amount of money it had spent on the Cariboo Road. Elected representatives of both colonies began to press their respective governors for a union of the two colonies. They felt that this would make more sense from an economic standpoint. The colonial office in Britain agreed with the idea of union. Britain was not interested in providing large subsidies to keep colonies operating. On August 6, 1866, the British government formally joined the two colonies together as British Columbia. Governor Seymour became governor of the new colony. Union of the two colonies didn’t solve their economic woes.

This affected the rapid growth of the population in BC. Since all the gold removed from BC was taxable, Douglas decided to build a road to the gold fields. Unfortunately, when they had done the Cariboo road, the gold rush was coming to an end by the mid-1860s. After all, Frederick Seymour replaced James Douglas to be a new governor, Arthur Kennedy on Vancouver Island.

On the mainland, all the candidates elected were confederationist, but on Vancouver Island, the anti-confederationists triumphed. Governor Seymour died suddenly. Anthony Musgrave had one instruction: Get British Columbia to join Canada as quickly as possible. In Victoria-a community of about 3000 people-they managed to collect only 125 signatures. It was obvious that annexation was not a popular concept. Musgrave now had to persuade the anti-confederationists to join Canada, so he decided to co-opt the anti-confederation supporters. With a promise of responsible government finally underway, the terms of Confederation were accepted unanimously.
