and development, "they really don't have the infrastructure. The gap is getting larger."
In Cambodia, only seven inhabitants in 10,000 had main phone lines as of 1996, the latest year for which statistics could be obtained. In highly wired Singapore, the government has set a goal of providing high-speed Internet access to every home business, and school. Thailand's yearly growth rates in Internet use have reached 1,000 percent. China is predicted to pass the
U.S. level of Internet use by 2005 and leads the world pager market.
In the United States, roughly one person in three use the Internet. In South Asia, only one in every 10,000 does.
Yet, no one doubts potential benefits of modern telecommunications for the poorer countries. When there are too few teachers and schools are too far apart, "virtual universities" using video, television and internet can fill a huge gap: when markets are far away and advertising prohibitively expensive, the Internet opens doors to small and medium-sized enterprises; where medical specialists are rare, telemedicine projects have saved lives; where the press faces repression, the internet has provided new freedoms.
Form rural Mexico and Chile to Zambia and Zimbabwe, the Food and Agriculture Organization has helped farmers' associations’ use Internet links to plan planting, follow the weather and find buyers.
A World Bank report predicts that modern information infrastructure can create the "end of geography" and bring economic progress to isolated countries and regions. But progress for those most in need has come slowly....

develop telecommunications networks over five years.
