C-27J運輸機贏得美軍JCA競標

美國防務新聞2007年6月13日報導,美國國防部於6月13日宣佈,由L-3通訊整合系統公司(L-3/IS, L-3 Communications Integrated Systems)領導全球軍用飛機系統(GMAS, Global Military Aircraft Systems)團隊研製的C-27J斯巴達人(Spartan)戰術運輸機,已在美國陸軍和空軍的聯合貨運飛機(JCA, Joint Cargo Aircraft)計畫所進行的招標中勝出,將成為美國空軍和陸軍航空部隊新一代的輕型運輸機型。

五角大廈將購買78架C-27J,分7年逐批交機,總價值超過20億美元。按照美軍的合約規定,這批運輸機將在美國境內生產。美國陸軍訂購54架,美國空軍則訂購24架,GMAS預計未來的國際客戶需求量將達207架。

聯合貨運飛機計畫招標開始於2006年,在招標的第一階段,總計有洛克希德‧馬汀公司(Lockheed Martin)的C-130J、歐洲航太西班牙分公司(EADS-CASA)與印尼航太公司(2000年改名為IAe,前身為IPTN公司)合作研製的CN-235、歐洲航太防衛暨太空公司(EADS)的C-295、GMAS團隊的C-27J參與了競標。而獲選進入第二階段的機型,則是EADS的C-295和GMAS團隊的C-27J。

美國陸軍航空部隊計畫用C-27J來汰換老舊的C-23夏巴(Sherpa)運輸機,分擔CH-47契努克(Chinook)運輸直升機的任務工作量,以及降低對地面運輸工具的運能依賴。

而美國空軍則希望用C-27J來補充現有的C-130運輸機群的運能,以使後者用來執行必要的戰術/戰略性運輸任務。

C-27J的最大起飛重量31800kg,最大巡航速度602km/h,貨艙最大酬載10255kg,無載重最大航程可達5926km。

The U.S. Army and the U.S. Air Force have selected a team led by L-3 Communications to build the Joint Cargo Aircraft (JCA). Also on the C-27J Spartan team are Alenia North America (a Finmeccanica Company), Boeing Integrated Defense Systems, and Global Military Aircraft Systems (GMAS).

The C-27J is a mid-range, multifunctional and interoperable aircraft, able to perform logistical re-supply, MEDEVAC, troop movement, airdrop operations, humanitarian assistance and homeland security missions in support of Homeland Security for the U.S. Army and U.S. Air Force. The C-27J will replace the U.S. Army’s C-23 Sherpas, C-12 and C-26 aircraft and augment the U.S. Air Forces’ existing fleet of intratheater airlifters. The aircraft will play a key role in providing responsive aerial sustainment and critical re-supply support for the maneuver force to maintain operational momentum.

”We are very proud that the U.S. Army and U.S. Air Force selected the C-27J for the JCA Program,” said Michael T. Strianese, President and Chief Executive Officer of L-3 Communications. ”For this top priority program, L-3 will be serving as the prime. In selecting the C-27J the services opted for a performance-proven, effective, multi-mission cargo aircraft to fill a current capability gap in joint aerial delivery. The C-27J meets all requirements to transport critical cargo and personnel, self-deploy over strategic distances, land in austere locations, operate autonomously, and provide routine and combat aerial sustainment to the joint force.

The C-27J Spartan is the latest in a successful tradition of military airlifters including the C-27A Spartan and the G-222, which have been deployed by the United States, NATO, Coalition Forces, the United Nations, and Italy in support of military and humanitarian operations in Albania, Armenia, Bosnia, Cambodia, Congo, Operations Desert Shield and Storm, East Timor, Eritrea, Ethiopia, Honduras, Kosovo, Libya, Mali, Panama, Rwanda, Somalia, Uganda and Yemen. C-27A Spartans are currently carrying out vital counter-drug activities for the United States in Central and South America.

英國《防務系統日刊》2006年12月4日報道 羅馬尼亞國防部宣佈將購買7架由義大利阿萊尼亞航宇公司研製的C-27J戰術運輸機,雙方將於年底前簽署正式的購買協議。這7架飛機的總價值約為2.2億歐元。

近期,購買C-27J運輸機的國家還包括:義大利(12架)、希臘(12架)、保加利亞(8架)和立陶宛(3架)。正在考慮引進C-27J運輸機的國家包括:捷克、斯洛伐克、斯洛維尼亞和美國。

C-27J“斯巴達人”(Spartan)戰術運輸機,由美國洛克希德馬丁公司與義大利阿列尼亞航太公司(Alenia Aerospazio)共同合作研製,具備安全、穩定、快速反應能力,可執行多種任務,為當今全球中運量運輸機中較新研發的機種。

C-27J是當今少數針對中等規模任務及酬載設計的軍用運輸機,與最新型的C-130J“大力士”運輸機具有極高的共通性,它們使用相同的推進與先進航電系統,具有相互操作能力。其原型機為義大利阿列尼亞航太公司的G-222運輸機,相較于阿列尼亞現役的G-222戰術空運機,C-27J的空運距離增加35%,達1050哩;巡航距離增加30%,巡航高度2萬7千5百呎,最大巡航速度300節。而源自G-222的強固機身,更有利於C-27J在惡劣的環境下執行起降任務。

一、C-27J的性能及戰術能力

(一)可攜載重達2萬2千磅的人員、裝備或車輛。
(二)配備兩具與C-130“大力士”運輸機相同的渦輪螺旋槳引擎,可提供5千匹軸馬力,配合6葉螺旋槳,能夠在少於500米的跑道上起降,具備短場起降能力;起落架經過強化,允許該型機在不同形態或條件較差的機場起降。
(三)C-27J與C-130J使用相同的推進系統與螺旋槳,容許C-27J較同型機飛的更高、更遠、更快且酬載更多,飛航性能突出。
(四)具備空中加油能力。
(五)C-27J的雙座飛行員座艙,擁有5具液晶顯示器,可在使用夜視鏡的狀況下,配合導航及夜間駕駛系統,使該型機即使在夜間,也可保持在樹梢高度飛行。
(六)該型機可執行達三G的戰術空運動作,可在13分鐘爬升至2萬呎高度。
(七)配備軍用航電與雷達系統,座艙採全天候24小時運作設計。擁有16個座艙窗,提供良好的視度。

二、C-27J適合執行空運、空投、跳傘空降等任務

(一)以醫療後送為例,該型機可運送24名擔架傷患、4名醫護人員,並可另外裝設醫療設備。
(二)貨艙長度與C-130J相同,可快速裝載、下卸,執行空投任務。
(三)執行空降任務時,該型機可載運46名全副武裝傘兵,並自機體兩側跳傘門或後方艙門實施空跳。
(四)除了空運任務,斯巴達人戰術運輸機更兼具有海上巡邏機的構型,可執行搜索、救援及水上偵察任務。
