伊利諾大學教授兼美國國家氣候評估報告執筆者
The Harry E. Preble Professor of Atmospheric Sciences School of Earth, Society,
and Environment Department of Atmospheric Sciences University of Illinois
Donald J. Wuebbles is the Harry E. Preble Professor of Atmospheric Science at the University of Illinois. He is a professor in the Department of Atmospheric Sciences as well as an affiliate professor in the Departments of Civil and Environmental Engineering and in Electrical and Computer Engineering. He was the first Director of the School of Earth, Society, and Environment at Illinois, the first Director of the Environmental Council at the University, and Head of the Department of Atmospheric Sciences for many years. Dr. Wuebbles is an expert in numerical modeling of atmospheric physics and chemistry. He has authored over 400 scientific articles, relating mostly to atmospheric chemistry and climate issues. He has been a lead author on a number of local, regional, national, and international assessments related to concerns about climate change, and on atmospheric chemistry, including the effects of human activities on stratospheric and tropospheric ozone. He has led past assessments and analyses of potential impacts of climate change and air quality on urban areas like Chicago and on various sectors for larger regions like the Midwest and the Northeast.
Dr. Wuebbles and colleagues received the 2005 Stratospheric Ozone Protection Award from the U.S. Environmental Protection Agency. He has been honored by being selected a Fellow of three major professional science societies, the American Association for the Advancement of Science, the American Geophysical Union, and the American Meteorological Society. He shares in the 2007 Nobel Peace Prize for his work with the international Intergovernmental Panel on Climate Change. Professor Wuebbles was a Coordinating Lead Author for the major international IPCC assessment of climate change published in late 2013 and was a leader in the U.S. National Climate Assessment published in May 2014, including leading the chapter on climate science and being a member of the Executive Secretariat and the Federal Advisory Committee. He was one of six U.S. scientists selected by the U.S. National Academy of Sciences to work with counterparts representing the UK Royal Society on a special report on climate change; the resulting report was published in February 2014. He is also a leader in the WMO-UNEP assessment of stratospheric ozone, and co-leads the chapter on policy analyses, that is to be published in late 2014. Dr. Wuebbles received the Cleveland Abbe Award from the American Meteorological Society in February 2014 for outstanding accomplishments and service given to society.

Dr. Wayne Higgins

Director, Climate Program Office / OAR / NOAA
Dr. Wayne Higgins is the Director of the Climate Program Office (CPO) within NOAA’s Office of Atmospheric Research. In this position he serves as the focal point for climate programs within NOAA, supporting one of NOAA's primary mission goals: to understand climate variability and change to enhance society's ability to plan and respond. Prior to his appointment as CPO Director, Dr. Higgins served as the Acting Director of the National Centers for Environmental Prediction (NCEP) in 2013 and as the Director of the Climate Prediction Center (CPC) from 2007-2013, both within NOAA’s National Weather Service. Prior to that, Dr. Higgins served as the first Director of CPC’s Climate Test Bed from 2007-2007 and as CPC research meteorologist from 1994-2007.Dr. Higgins research interests span climate variability and change, and weather - climate linkages (including extreme events), with emphasis on diagnostic evaluation of observations and models to improve climate prediction. He has published more than 80 peer-reviewed journal articles, five book chapters, 32 atlases and technical reports, and 200 conference proceedings.
Dr. Higgins received his PhD (1987) and Masters of Science (1983) degrees in Meteorology from the Pennsylvania State University and his Bachelor of Science degree in Physics from the University of Illinois - Champaign/Urbana (1980). He currently serves as NOAA Lead for the Global Framework on Climate Services, as co-Chair of the NOAA Climate Action Plan Working Group, as Chair of the AA Climate Board Action Committee, and as a member of four NOAA Societal Challenge Executive Working Groups (Water, Extremes, Coasts, Marine Ecosystems), and on numerous other boards and committees. Dr. Higgins conceived and led the North American Monsoon Experiment from 1999-2007. In recent years he has also served as the chair of the World Climate Research Program Variability of the American Monsoons (VAMOS) Panel and currently serves as an Adjunct Professor at the University of Maryland.
Dr. Higgins was made a Fellow of the American Meteorological Society in 2009. He has received the Administrators Award, a Silver Medal and two Bronze Medals for his work at NOAA. He has spoken at more than 250 national and international conferences, society meetings, workshops and seminars, and at Washington, DC area business and academic gatherings.

The U.S. Environmental Protection Agencyissued a Climate Adaptation Plan in 2012 as a detailed response to theAdministrator’s 2011 Policy Statement recognizing that climate change is athreat to EPA’s mission to protect human health and the environment. Everyoffice in USEPA conducted vulnerability assessments to identify the impacts ofclimate change on environmental programs. These implementation plans addressprograms and populations that face great risk as well as the need to developtechnical tools and adaptive capacity. Only months after Superstorm Sandy,President Obama’s Executive Order “Preparing the U.S. for the Impacts ofClimate Change” forged new ambitious goals for federal agencies to overcomebarriers to adapting to climate impacts through collaboration and with inputfrom states and local leaders. This talk charts the milestones of progress forthe U.S.EPA in adapting to climate impacts and highlights important plans andtools.

火山噴發，日本中部的御嶽山在今天的上午大約11點左右（台灣時間）噴發，日本氣象廳也針對周圍四公里發出警戒。不過因為幾乎完全沒有預警，還是造成了不少登山客受傷，也因此才會有這則登山客拍下的影片，影片中近距離看火山灰竄下來真的是很驚人。

三四月時，要到美東一趟，上網蒐集 NOAA 對氣候變遷的研究，發覺 CPO 這個新組織，隨後寫信給 Dr. Wayne Higgins，沒想到他一周內回信，願意和我們見面，隨後開啟了這個台美交會的機緣。
今天看完他的簡報，發現他真是一個很專業投入的專業氣候人，尤其我們談到台灣的需求時，他動員 NOAA 開始動員整理太平洋的研究能量，非常感動。

高壓影響北部早晚秋涼 局部陣雨減少
這幾天很涼爽，這是今年第一波的東北風，從北方來的較涼空氣，會有東北風主要是受到大陸高壓的影響，開始進入秋天的象徵，不過這時候高壓勢力還不夠強，未來就靠一波波較涼空氣往南侵，把暖空氣打贏了，自然就進入冬天。
大陸高壓和太平洋高壓，雖然都是高壓，但對台灣的影響差別很大，除了環流的不同，本⋯⋯
更多犯罪資料，一直聽到很多不能開放的理由!
但一方面又看到政府自豪說已經有資料，但都是內部在使用。

Hurricane Sandy made landfall in the NewYork metropolitan area on October 29, 2012, causing upwards of $50 billion indamage and affected 23 million residents – the second most economically costlynatural disaster in American history. Implementing the National DisasterResponse Framework (NDRF) created under President Obama’s Presidential PolicyDirective, the United States Environmental Protection Agency (EPA) and otherfederal agencies, under the coordination of the US Federal Emergency ManagementAgency, worked with stakeholders at the state and local levels, includinggovernment agencies and non-governmental entities, to effectuate an effectiveresponse and recovery to the disaster. Iwill present a case study of federal support for the recovery in Long Island,New York and discuss the lessons we learned about enabling a sustainable andequitable process for community planning and capacity building that ensures theintegration of resiliency into the area’s rebuilding.
童慶斌教授
主要研究領域為與氣候變遷有關的各種環境問題，如氣候變遷風險評估，環境永續性評量，環境系統分析和整合水資源管理等。主持科技部氣候變遷調適科技整合研究計畫中的脆弱度評估組，包含環境災害、公共衛生、糧食安全、生態、水資源五個不同領域的子計畫。依循TaiCCAT總計畫所制定之決策支援六大步驟,依DIKW知識管理架構中的知識工具以及跨領域脆弱度評估科技的發展,預期產出的以評量工具、知識平台、科技路徑與科學報告作為整個結果的收斂。在評量工具方面,以永續發展觀念的承載力與負荷整合建立各個領域的回復力與脆弱度指標。利用跨領域系統動力模式的建立,找尋現有學術研究的缺口以及需要加強的方向,並檢視目前政府部會所提出因應氣候變遷調適措施的跨領域特性。將上述成果以網路介面的知識平台與科學報告的方式呈現,對應到三個主要的使用者,提供政府部會作為調適策略決策依據、提供學術研究與科技發展方向並提供給社會大眾參考以提高其認知。

目前已經有邀請來賓吐瓦魯的代表已經到達，周末兩天有十餘國將近二十位國際來賓將抵達台灣，和我國各界一起互動，這是台灣舉辦過氣候變遷會議最大的一次，相信對我國面對全球氣候變遷，在知識的學習及產官學的互動上是一個相當好的機會。
