Global warming, global warming is global warming continues in! Fight global warming without borders, Taiwan is high carbon emissions but should not stay out of the country! However, we have repeatedly missed the opportunity to solve the global warming problem, because:



● knowledge warming potential, are fragments of fragmented and wrong! That global warming is caused by the ozone hole; melting glaciers and polar bear extinction and human relationships very far; violent storm hot cold weather phenomenon is only temporary ......


● anti-warming action, ineffective and not comprehensive enough! That "carbon reduction" is equivalent to "global warming" issue is resolved; since trees are carbon reduction magic, you can continue to re-develop ......


● Anti-warming attitude, too fear, apathy and powerlessness grave! Climate disaster scenes too shocking, into a panic and worry; know climate anomalies is very serious, want to take action but do not know how to do ......
Now, we must thoroughly awakened, serious face "Warming World"!


When the global temperature warming of 2 degrees C, Taiwan to face a kind of warming the New World?
Taiwan now warming 0.8 degrees C, the world has seen many droughts, floods, ecology, agriculture and other issues, we have thought about it, the problem is getting worse after ....?

        參加的觀眾人數好像比別場多很多, 各主講人講的內容很豐富講的很好, 大家很踴躍發問還保問題, 當到了交換信物(如上圖)的重要時刻幾乎每位觀眾都拿著大小不一­的相機向前爭先拍照, 綠島大象的粉絲們非常熱情和踴躍.... 感覺很成功和轟動.圓滿成功! 看的出主辦的用心! 大成功! ^_^

        台北環教講座　發表「綠島大象」繪本

        圖說:「綠島大象」環境教育繪本新書發表會在台北中山堂舉行，同­時並在丹麥商務辦事處季安昇(左二)、行政院環保署副署長葉欣誠­(右二)、康軒文教董事長李萬吉(右一)、綠島大象爸爸李孟發(­左一)等貴賓見證下完成「丹麥小美人魚」與「綠島大象」互換信物­儀式。

        Taiwan 人見人愛溫柔安詳的 綠島大象第一站明年先去丹麥和小美人魚交朋友宣導環教!

        今年，「綠島大象」來到臺北，為鼓勵社會大眾重視環境教育特別和­台灣師範大學、台北市中山堂、中華民國水資源環境教育學會、康軒­文教事業、台北書院及「綠島大象」合作舉辦6場「101年度環境­教育講座」。期盼透過輕鬆議題，分享綠色生活經驗，進而鼓勵大朋­友小朋友一同以行動共同來推動臺灣的環境教育。

        大家感佩李孟發活化了綠島大象的生命力，更擴大了它對環境的教育­­啟發，透過這項推廣活動，期望學童或教師，日常生活中的食、衣­、­住、行、育、樂，都要仔細思考隨手丟的物品是否能再利用，致­力低­碳綠能目標。 葉欣誠副署長，年輕有為，親近民意，赤子之心， 守護環境資源！我很喜歡繪本中畫的人物和好可愛的小朋友喲! 連校長和阿發都被畫的好像和傳神喲! 我以前去看過比利時尿尿小童&丹麥小美人魚, 以後"綠島大象也會去訪視交流比利時尿尿小童比利時" , 預計去國外六國熱心推動臺灣環境教育! 期盼透過綠島大象本身所兼具文化、環保、觀光的故事內容及行動，­­達到環保教育也是生活美學的基礎，鼓勵更珍惜萬物&情感。

        「綠島大象」由廢棄物變成環保教育一環的動人故事，引起各界重視­­。兩年前「綠島大象」化身環保大使巡迴台灣，至今已在11縣市­辦­過60多場環境教育推廣活動，分享「運用創意活化廢棄物」的­觀念­。李孟發說最感謝環保署副署長葉欣誠的協助!

        繪本作者嚴淑女感動於綠島兒童對大象的情感，小朋友許願，"我希­望大象當綠島的守護神，永遠保護我們！我希望和大象搭火車遊台灣­！我希望大象當環保大使，保護地球！我希望大象和愛地球的人都變­成好朋友！我希望和大象搭飛機環遊世界！"這些願望，也真的一個­一個成真。出身環教學界的環保署副署長葉欣誠表示，李孟發相當積­極向他聯絡與請教，在腦力激盪中，不斷賦予它更多新意義，於是綠­島大象身兼廢棄物活化、公共藝術、環境教育大使、五六年級生回憶­物等意涵。綠島大象環境教育團隊、環保署副署長葉欣誠與季安昇，­共同發表綠島大象環境教育繪本，互換信物，宣佈將促成綠島大象的­丹麥行。丹麥舉世皆知，是一個童話的國度，季安昇表示，台丹兩國­之間相似處不少，不管是海島的地理、自給能源的缺乏，相信丹麥對­於綠能、有機食品的經驗，都能給台灣幫助。而丹麥的小美人魚雕像­也曾遭多次破壞，與綠島大象命運似，因此他樂見他們的相會，期待­能激起更多環境教育的火花. ，綠島大象繪本從發想到創作完成歷時近三年，內容記述了綠島大象­如何變身的熱血故事，鼓勵環境教育推廣，讓兒童藉此學會惜福愛物­。

        ◎最近十年大部份的人都感覺到我們的天氣好像跟過去的確不一樣了，我們事實上已經活在一個“已經暖化的世界”，我們現在的生存環境跟過去已經不一樣了，所以我們應以新思維 新做法 迎向人類歷史最大的挑戰。

        ◎北極西北航道科學界原先預測至少要到2012年，甚至到2080年才會溶通，沒想到在2007年9月，歐洲太空總署宣布提早貫通！它代表著什麼？



      5. ◎2008年8月23日世界自然基金會說，因為北極的冰融的太嚴重，大批的北極熊被發現游泳到100公里的外海尋找食物，如此恐怕會難以安全登岸，有溺斃的危險。 

        ◎南極的冰是陸地上的冰，它的融解會讓海平面上升的更快。◎南極氣候巨變，數以萬計企鵝寶寶被凍死，造成國王企鵝的數量急速下降，10年內可能絕種。 

        ◎46億年以來，地球生物經過5次大滅絕，都與氣候變化有關，很多科學家擔心說：「我們是不是在製造人為的第6次大滅絕」。 ◎IPCC在氣候報告書中最後結論；氣候變遷沒有救，只能慢慢適應並調適。我們現在所能做的事就是讓惡化速度減緩，因為大氣中二氧化碳的生命週期有ㄧ百多年，而且我們每天的活動還不斷地在製造二氧化碳。

        ◎氣候變遷將會引發人類社會很多根本性的，結構性的問題，會讓窮人更窮，因為窮人沒錢買日益缺乏的糧食；造成全世界大規模的遷移，形成大規模的氣候難民，會變成一個不穩定的社會。 

        ◎100多年前，大氣層中的二氧化碳濃度為280PPM，西元2000年升到了370PPM，2008年更上升到387PPM。65萬年以來地球經過了幾次的冰河時期，二氧化碳的濃度從未超過300PPM，如今已經到了一個幾乎無法預測的地步，而且每年還不斷在增加。 

        ◎全世界都在關心全球暖化問題！全球推動減碳，台灣做了什麼… 台灣從1988到2005個人二氧化碳排放量從5公噸變成12公噸。台北市每人每年約排放6.5公噸，高雄市每人每年約排放34.7公噸（叫我第一名），在全世界百萬人口以上的都市為冠軍，而第二名不過才10幾公噸。

        ◎全世界火力發電廠，排碳量的前十名，第一名是台灣台中，第六名為台灣麥寮，前十名裡出現了兩個台灣的火力發電廠，成為國際社會注意的焦點。

        ◎如果海平面上升六公尺，在台灣，台南是第一個完全消失的城市，高雄只剩下壽山島。如果上升15公尺，蘭陽平原幾乎不見了。

        ◎台灣的邦交國吐瓦魯，被宣告因為海平面上升第一個被淹沒的國家。

        ◎生產1公斤的馬鈴薯，只需要500公升的水，生產1公斤的牛肉，卻需要10萬公升的水，而且排放350公斤的二氧化碳。

        ◎節能減碳最主要的兩個重點： 
        1、簡樸生活

        2、科學計算，要知道一天當中生活內容食、衣、住、行、育樂每一種活動排放多少二氧化碳，我們通通要去研究，仔細計算，找貢獻度最高的來減。

VIOLATION OF INTERNATIONAL LAW---The Philippine claim that the incident occurred in its exclusive economic zone (EEZ) is unfounded. The incident occurred in the two countries' overlapping EEZs. ---The Philippine government vessel's excessive and unnecessary use of force in the overlapping EEZs violates international law and the UN Convention on the Law of the Sea. Such behavior cannot be tolerated by the international community. ---The aforementioned Convention and relevant case law from the International Tribunal for the Law of the Sea have laid out proper due process, that is, what actions may be taken by a state while enforcing the law in its EEZ. ---Paragraph 1 of Article 73 of the Convention states that these are limited to boarding, inspection, arrest, and judicial proceedings. ---Paragraph 3 of that same Article states that coastal states may not undertake corporal punishment, of which killing is the most extreme type. Shooting and killing are not allowed under any circumstances. IV. EXCESSIVE USE OF FORCE---That law enforcement personnel on the Philippine government vessel opened fire with automatic weapons on an unarmed fishing vessel that was not provoking it is an unacceptable act of violence. ---The attack and the killing of Mr. Hong are not in keeping with principles of proportionality.V. COMPENSATION---As the attack was made by a Philippine government vessel, the government of the Philippines is responsible for the death of Mr. Hong. A public commitment to state compensation must be made by the Philippine government. ---To date, the Philippine government has only expressed a willingness to offer "donations from its citizens" to the victim's family. It has not spoken of accepting full responsibility and providing official compensation. VI. CLAIMS OF RAMMING UNFOUNDED---ROC inspection of the Guang Da Xing No. 28 (G.D.X. 28) has found no evidence of ramming, claimed by the Philippines as their reasoning for shooting in self-defense. The Philippine government vessel involved is some six times the size of the G.D.X. 28, and thus that such an action would have occurred is scarcely conceivable. VII. INCONSISTENCY IN PHILIPPINE GOVERNMENT POSITION---The ROC has received five different versions of a response from the Philippine government. This shows an inconsistency in the Philippine position, and suggests a lack of sincerity. ---The ROC cannot accept such a perfunctory manner from the government of the Philippines. VIII. MUTUAL LEGAL ASSISTANCE---In its responses to the ROC, the Philippines has committed itself to a thorough, exhaustive, impartial, and expeditious investigation. ---As per the provisions of the Agreement on Mutual Legal Assistance in Criminal Matters signed in April, the ROC urges the Philippine side to make arrangements for coordination between the Philippine investigation and the ROC investigation. IX. ULTIMATE RESPONSIBILITY LIES WITH THE PHILIPPINE GOVERNMENT--- The Philippine government should be held responsible for the death of Mr. Hong Shi-cheng, as the attack was carried out by a Philippine government vessel. X. POSITION AND GOALS---The Republic of China is a peace-loving nation and a responsible stakeholder. ---The ROC will protect its sovereignty, dignity, and overall interests, especially the fishing rights of our fishermen in overlapping EEZs. ---The ROC has initiated 11 countermeasures, and will maintain them until it receives a more positive, concrete, and adequate response from the Philippine government concerning the ROC's four demands. ---The ROC has urged the Philippine government to begin talks on a fishery arrangement that will allow for orderly fishing operations to take place in overlapping EEZs, ensure the safety of our fishermen, and maintain regional peace and security.XI. OVERVIEW OF THE INCIDENT---Republic of China (Taiwan) fishing vessel Guang Da Xing No. 28 (GDX 28) was attacked May 9 by a Philippine government vessel, resulting in the killing of fisherman Hong Shi-cheng, serious damage to the boat, and engine failure. ---Contrary to the Philippine characterization, the GDX 28 did not ram its vessel and provoke the incident. ---The Philippines used excessive force in carrying out law enforcement procedures, resulting in serious damage to the GDX 28, with 59 bullet holes found in the ship. Moreover, the Philippine vessel sailed away without offering assistance to the stricken boat, in violation of international law and a humanitarian duty. ---The attack was carried out by a vessel belonging to the government of the Philippines. II. PHILIPPINE "UNITENDED LOSS OF LIFE" CHARACTERIZATION UNACCEPTABLE ---The investigation of the shooting of the GDX 28, and the killing of crew member Hong Shi-cheng, is ongoing. Therefore, it is inappropriate for the Philippines to characterize Hong's death as "unintended." ---The ROC acknowledges the apology that the Philippines has made through Presidential Spokesperson Edwin Lacierda, and through dispatching the personal representative of the Philippine President to convey an apology to the family of slai⋯⋯---The Philippine government vessel's shooting of an unarmed fishing boat is an unconscionable, cold-blooded act of violence. No claim of self-defense can justifiably be made by the Philippines. III. VIOLATION OF INTERNATIONAL LAW---The Philippine claim that the incident occurred in its exclusive economic zone (EEZ) is unfounded. The incident occurred in the two countries' overlapping EEZs. ---The Philippine government vessel's excessive and unnecessary use of force in the overlapping EEZs violates international law and the UN Convention on the Law of the Sea. Such behavior cannot be tolerated by the international community. ---The aforementioned Convention and relevant case law from the International Tribunal for the Law of the Sea have laid out proper due process, that is, what actions may be taken by a state while enforcing the law in its EEZ. ---Paragraph 1 of Article 73 of the Convention states that these are limited to boarding, inspection, arrest, and judicial proceedings. ---Paragraph 3 of that same Article states that coastal states may not undertake corporal punishment, of which killing is the most extreme type. Shooting and killing are not allowed under any circumstances. IV. EXCESSIVE USE OF FORCE---That law enforcement personnel on the Philippine government vessel opened fire with automatic weapons on an unarmed fishing vessel that was not provoking it is an unacceptable act of violence. ---The attack and the killing of Mr. Hong are not in keeping with principles of proportionality.V. COMPENSATION---As the attack was made by a Philippine government vessel, the government of the Philippines is responsible for the death of Mr. Hong. A public commitment to state compensation must be made by the Philippine government. ---To date, the Philippine government has only expressed a willingness to offer "donations from its citizens" to the victim's family. It has not spoken of accepting full responsibility and providing official compensation. VI. CLAIMS OF RAMMING UNFOUNDED---ROC inspection of the Guang Da Xing No. 28 (G.D.X. 28) has found no evidence of ramming, claimed by the Philippines as their reasoning for shooting in self-defense. The Philippine government vessel involved is some six times the size of the G.D.X. 28, and thus that such an action would have occurred is scarcely conceivable. VII. INCONSISTENCY IN PHILIPPINE GOVERNMENT POSITION---The ROC has received five different versions of a response from the Philippine government. This shows an inconsistency in the Philippine position, and suggests a lack of sincerity. ---The ROC cannot accept such a perfunctory manner from the government of the Philippines. VIII. MUTUAL LEGAL ASSISTANCE---In its responses to the ROC, the Philippines has committed itself to a thorough, exhaustive, impartial, and expeditious investigation. ---As per the provisions of the Agreement on Mutual Legal Assistance in Criminal Matters signed in April, the ROC urges the Philippine side to make arrangements for coordination between the Philippine investigation and the ROC investigation. IX. ULTIMATE RESPONSIBILITY LIES WITH THE PHILIPPINE GOVERNMENT--- The Philippine government should be held responsible for the death of Mr. Hong Shi-cheng, as the attack was carried out by a Philippine government vessel. X. Environmental Protection Administration (EPA) Deputy Minister Yeh Shin-cheng (葉欣誠) yesterday said Taiwan’s drop in the Climate Change Performance Index 2013 (CCPI 2013) was mainly attributable to a change in the index’s evaluation criteria, adding that the government would continue its efforts to reduce carbon emissions.


    4. The CCPI is conducted annually by non-governmental organizations Germanwatch and Climate Action Network Europe to evaluate the climate protection performance of the 58 countries that are responsible for more than 90 percent of all carbon emissions. The assessment is based on emissions indicators, renewable energy, efficiency and the analyses of more than 230 climate experts from around the world.

    5. The CCPI 2013 report was published on Monday and although Taiwan’s score increased from 49.0 last year to 49.4 this year, it dropped four places in the index’s ranking to 52.

    6. Speaking to the EPA from Doha, Qatar, via the Internet, Yeh said the reason for the drop in ranking was because the index employed a revised methodology that placed a stronger emphasis on renewable energy and efficiency.

    7. Taiwan’s ranking remained in the “very poor” category as it has in previous years, Yeh said, adding that one reason could be that the NGOs may not have collected the most up to date information and progress in Taiwan, such as the promulgation of six types of greenhouse gases as regulated air pollutants in May.

    8. The EPA added that scores were evaluated on five aspects and a total of 15 indicators, on which Taiwan’s performance in emissions levels, emissions development and renewable energy was weak, and only moderately strong on efficiency and policy.

    9. In addition, the nation scored poorly on emissions levels target-performance comparison, share of renewable energy in total primary energy supply and carbon dioxide emissions per capita, the EPA said.

    10. Yeh said the government would continue its efforts to improve the nation’s performance, through measures such as the enforcement of the Renewable Energy Act (再生能源法), enactment of an energy management law and a gas reduction bill, and energy tax regulation.
